Biography

Niall is CTO-in-Residence at UCL School of Management, where he teaches Data Engineering on the MSc Business Analytics programme, supervises dissertations involving real-world industry projects, and mentors founders on the MSc Entrepreneurship programme.

Alongside his academic work, Niall is an entrepreneur, technologist and venture builder. He co-founded the AI platform Deepflow and venture studio The Building Blocks, working with companies across artificial intelligence, digital assets, privacy technologies and emerging digital infrastructure.

His current interests include AI agents, data engineering, distributed systems, smart legal contracts and programmable digital assets. He is a maintainer of the Accord Project, an open-source initiative for smart legal contracts, where he works on machine-readable agreements, automated contract execution and solutions for agentic commerce.

Niall is a member of the UCL Centre for Blockchain Technologies and has published academic papers and contributed book chapters in distributed ledger technologies. He has also worked with UCL’s Institute for Communications and Connected Systems on European-funded 5G research.

Previously, he lectured in UCL Computer Science on the MSc Financial Technology programme and, as Lead Technologist for Innovation and Entrepreneurship at UCL Engineering, advised UCL spin-outs and early-stage technology companies.

His work also spans technology policy and public-sector innovation. He has advised the UK Government and contributed to parliamentary briefings on 5G, stablecoins, tokenised deposits and agentic commerce. He was involved in HM Land Registry’s DLT pilot and has worked with LawtechUK on electronic trade documents, including the representation of bills of lading on distributed ledger infrastructure.

Earlier in his career, Niall taught Mobile Web technologies for the W3C and worked as a software engineer, CTO and technology consultant across telecoms, financial services, aviation and startups.
